Zebra in Cage Bank with Lock and Palm Trees

This unique zebra in a cage bank is adorable, but I don't understand why anyone would put a cage around this little critter. The cage has a padlock, and there was no key with it. I would guess it wouldn't be too hard to help the zebra break free. There are also two plastic palm trees included. There is some paint loss due to the zebra hitting the bars of the cage. Poor little guy...what did he do to deserve this?
