This cute vintage Irving W. Rice & Co piece appears to be a trinket or toothpick holder, or perhaps a lipstick holder. It is shaped like a candle holder with a handle, and has butterflies an bugs with gilded trim. The original "I W Rice & Co Inc" blue & silver label is intact. This was most likely produced in the 1950s, and is in great shape with minimal crazing & no chips.
